Consultancy Cadre: UCH Commences Implementation for Pharmacists on CONHESS 13 & Above
University College Hospital, Ibadan

Great times ahead for pharmacists on the directorate cadre as the Board of the University College Hospital, UCH, Ibadan has approved the implementation of the so fraught consultancy cadre for pharmacists on CONHESS 13 and above in its employ.

The decision of the hospital is contained in a circular with Ref. No. HG/CON. 156, dated 31 December, 2020, obtained by Pharmanewsonline.
Recalled that the leadership of the Nigerian Medical Association, NMA, had petitioned the Federal Government against the approval of this cadre for pharmacists, saying it will cause confusion in the hospital setting.

The NMA had written to the Secretary to the Government of the Federation, SGF, Mr Boss Mustapha for the suspension of the consultant pharmacist cadre, arguing that its “capable of causing disruptions in healthcare delivery system in the hospital, as it blurs the lines of competence and responsibility among different cadres and profession in the healthcare industry”.

In its response to the NMA, the Pharmaceutical Society of Nigeria, PSN, has described the petition as purely egotistic.

The PSN, in a statement addressed to the Minister of Health Dr Osagie Ehanire made available to Pharmanewsonline, described the NMA’s position as purely egoistic rather than altruistic, stating that the implementation of the consultant pharmacist cadre will make the healthcare system better than what it is presently.

“… In line with global best practices and given the immense benefits of the consultant pharmacist cadre to the healthcare system of our dear country we urge Your Excellency, to ignore the petition of the leadership of NMA and appropriately disregard their call for the withdrawal of the circular of the Consultant Pharmacist cadre in Nigeria. Nigeria’s health system shall be better off with this cadre”, it argued.

The UCH’s circular announcing the implementation of the cadre for pharmacists reads in part:

“In line with the circular Ref. No. HCSF/CSO/HRM/1274/T3 of 11th September, 2020 issued by the Office of the Head of the Civil Service of the Federation, Abuja (OHCSF), the Board considered and approved the implementation of the consultancy cadre for pharmacists in the hospital. The circular emanated from the 41st meeting of the National Council on Establishments which held from Monday, 4th to Friday, 8th November, 2019.

“Thus, the Board has approved the redesignation of pharmacists on the Directorate cadre (CONHESS 13 and above) who have passed the part II final examination of the West African Postgraduate College of Pharmacists (WACP) as follows:
